Following the intention expressed by Lord Timpson in the McWilliams lecture, here is the first proposal to extend electronic monitoring in this case by introducing restricted zones.

The Probation Institute is currently consulting our Fellows on advice to the House of Lords Home and Justice Committee enquiry into the purpose, effectiveness and ethics of electronic monitoring. There are mixed views about Probation becoming closer to EM by separating the processes - assessment, breach etc from the provision of equipment. How to build a much stronger focus on rehabilitation and reducing reoffending in conjunction with protecting victims where appropriate.
