Justice Advisor and former Director of Rehabilitation

Paul has worked in the justice system for 36 years. He was a Probation Officer in London and Belfast, and also worked as an Area Manager, Assistant Director, Deputy Chief Probation Officer and Director of Rehabilitation for the Probation Board for NI. In 1993 he introduced the first programme for perpetrators of domestic violence on the island of Ireland and went on to develop and lead award-winning programmes on car crime, people who offend persistently and intensive alternatives to custody.

Along with Vivian Geiran, he established the Irish Probation Journal in 2004 and was co-editor until 2007.

In 2018 he was appointed Director of Rehabilitation for the NI Prison Service and has written articles for various publications and has made presentations at Probation conferences in the UK, Europe and USA. After his retirement in 2022 he became a special advisor on justice issues to the Gibraltar government.
